Activities of the U.S. Department of Justice's Community Relations Service (CRS) for fiscal year 1992 are summarized in this annual report.
Abstract
Required by Section 100 of the Civil Rights Act of 1964, the report describes CRS activities associated with conflict resolution and immigrant and refugee assistance. During 1992, the CRS sought to reduce tensions and conflicts based on race, color, and national origin; to provide outplacement and medical and mental health services to Mariel Cubans; and to provide resettlement services to Cuban and Haitian nationals paroled from detention by the Immigration and Naturalization Service. Regional and field offices of the CRS reported 2,117 incidents based on race, color, and national origin and 1,700 calls to the CRS toll- free hotline. Administration of Justice (AOJ) alerts to the CRS totaled 844 in 1992, 325 of which concerned police- community relations, 252 excessive use of force, 41 corrections, and 226 general AOJ issues. General Community Relations alerts numbered 1,526; 523 involved interracial confrontation, 77 community disorders, 130 employment and recruitment, 123 demonstrations, 122 housing and land use, 54 voting rights, 32 health and the environment, 13 transportation, 11 revenue sharing, and 441 general. CRS staff reported 546 incidents of potential conflict involving hate violence or harassment in 1990 and 385 in 1991. During fiscal year 1992, the CRS resettled 10,747 Haitians from Guantanamo Bay, Cuba, 428 of whom were unaccompanied minors. The CRS outplaced 507 Mariel Cuban ex-offenders, 435 through halfway houses and 72 through the family sponsorship program.
