In addition to presenting the Annual Report of the Code Committee pursuant to the Uniform Code of Military Justice (October 1, 1998 to September 30, 1999), reports are also provided for the U.S. Court of Appeals for the Armed Forces, the Judge Advocate General of the Army, the Judge Advocate General of the Navy, the Judge Advocate General of the Air Force, and the Chief Counsel of the Coast Guard.
Abstract
The Code Committee met on two occasions during fiscal year 1999 to consider various matters that pertain to the administration of military justice. On each occasion, Code Committee members were presented reports on pending cases and trends in court-martial activity within each of the Armed Forces Reports, and discussion at both meetings also pertained to the status and content of various pending proposals to amend the Uniform Code of Military Justice and the Manual for Courts-Martial. The report of the U.S. Court of Appeals for the Armed Forces encompasses the business of the court during the 1999 term. During this term, the number of petitions for grant of review filed with the Court decreased by 12 percent compared with the prior reporting period. Although the number of oral arguments also decreased by 11 percent during the 1999 term, the number of opinions released by the Court remained fairly constant. The overall average processing time from filing to final decision in all cases during the 1999 term decreased 16 percent compared with the prior reporting period. Reports of the Judge Advocate Generals of the various military services focus on justice-related programs and significant military justice actions. Extensive tabular data are provided.
