This annual report submitted to the committees on armed services presents the uniform codes of military justice.
Abstract
Comprising six separate sections, this annual report begins with a brief joint annual report of the code committee, highlighting various matters pertaining to the administration of military justice from October 1, 2001, to September 30, 2002. The remaining five sections comprise separate reports of the United States Court of Appeals for the Armed Forces. Furthermore, the individual armed forces address items of interest to the Committee on Armed Services of the United States Senate and the United States House of Representatives in addition to the Secretaries of Defense, Transportation, Army, Navy, and Air Force. Section 2 details the business of the court, the retirement of Judge Eugene R. Sullivan, a public awareness project, and judicial visitations and conferences before presenting a statistical report for the 2002 term of court. Numerous charts and graphs summarizing dockets, opinions, oral arguments, and petitions are presented as well. Section 3 presents the Report of the Judge Advocate General of the Army. After discussing significant military justice actions, this section documents the joint service committee on military justice before presenting a statistical summary of military justice statistics for the fiscal year 2002. A discussion of the United States Army’s trial defense service, trial counsel assistance program, foreign criminal jurisdiction, professional responsibility, and multi-jurisdictional practice is followed by a series of subsections covering litigation, education and training, and personnel, plans, and policies. Section 4 presents the Report of the Judge Advocate General of the Navy and describes the supervision of the administration of military justice, article by article, before describing the appellate government division, the navy-marine corps trial judiciary, and the naval legal services command. Section 5 presents the Report of the Judge Advocate General of the Air Force and addresses criminal appeals, trials, court divisions, clemency, and legal aid services. The last section presents the Report of the Chief Counsel of the Coast Guard, highlighting court-martials, chief counsel actions, personnel, training, and the United States Coast Guard’s Court of Criminal Appeals.
