A CONSULTING FIRM'S STUDY OF FOUR JAIL FACILITIES WITHIN THE STATE OF ALASKA IS PRESENTED; PRESENT STATUS, FUTURE NEEDS, AND ARCHITECTURAL CONSIDERATIONS ARE EMPHASIZED.
Abstract
THE FIRM COMPLETED SIX PHASES OF WORK WHICH RESULTED IN SEPARATE PROGRAM DOCUMENTS FOR THE ANCHORAGE PRE-TRIAL FACILITY, THE KETCHIKAN REGIONAL JAIL FACILITY, THE BETHEL REGIONAL JAIL FACILITY, AND THE NOME YOUTH FACILITY. DURING PHASE ONE, FAMILIARIZATION AND INITIAL CONSULTATION, CONSULTANTS WROTE A STATEMENT REFLECTING PRIMARY GOALS OF THE PROJECT, REVIEWED EXISTING DOCUMENTATION, WORKED WITH STATE OFFICIALS, AND MADE ON SITE VISITS TO THE FACILITIES. PHASE TWO, THE DEVELOPMENT OF INDIVIDUAL PROGRAM STATEMENTS, INVOLVED PARTICIPATION IN COMMUNITY GROUP MEETINGS, IDENTIFICATION OF INMATE POPULATION CHARACTERISTICS, IDENTIFICATION OF SERVICE DELIVERY MECHANISMS, AND PROJECTION OF LONG RANGE REQUIREMENTS. SITE ANALYSIS UNDER ESTABLISHED CRITERIA WAS COMPLETED DURING PHASE THREE. SPACE STANDARDS WERE EVALUATED AND RECOMMENDATIONS REGARDING SPACE ALLOCATIONS WERE MADE DURING PHASE FOUR. PHASE FIVE FOCUSED ON REVIEW OF APPLICABLE LAWS, REGULATIONS, STANDARDS, AND GUIDELINES. FINALLY, SCHEMATIC DESIGN DOCUMENTS WERE REVIEWED. WITH REGARD TO THE ANCHORAGE PRE-TRIAL FACILITY, MAXIMUM BED REQUIREMENTS ARE PROJECTED AT 180 FOR THE YEAR 1990 AND 216 FOR 2000. THROUGH APPLICATION OF UNIFORM RELEASE CRITERIA AND OTHER LEGISLATIVE CHANGES THE DAILY POPULATION IN JAIL FACILITIES COULD BE SIGNIFICANTLY REDUCED. SPACE ALLOCATIONS DEVELOPED HEREIN REFLECT APPLICATION OF NATIONALLY RECOGNIZED REQUIREMENTS FOR SPECIFIC FUNCTIONAL AREAS. STANDARDS FOR ACCREDITATION BY THE AMERICAN CORRECTIONAL ASSOCIATION GUIDED PROGRAM DEVELOPMENT. FIGURES, APPENDIXES, AND 19 REFERENCES ARE INCLUDED IN THE REPORT.
