Abstract
THIS NIGHT ARRAIGNMENT PROGRAM SUPPLEMENTS THOSE IN EFFECT IN MANHATTAN AND BROOKLYN. THE ANALYSIS STUDIES THE IMPACT OF THE PROGRAM ON THE COURT'S RESOURCES. IT CONSIDERS THE NUMBER OF CASES ARRAIGNED PER JUDGE PER DAY AND EXAMINES THE CONTRIBUTION OF THE NEW SESSIONS TO THE PROCESSING OF CASES. THE NUMBER OF DISPOSITIONS, SETTING OF BAIL, AND PRELIMINARY HEARINGS CONDUCTED AT ARRAIGNMENT ARE DISCUSSED. THE REPORT ANALYZES THE COSTS AND BENEFITS WHICH STEM FROM THE CREATION OF THE NEW SESSIONS AND CONCLUDES THAT MOST COSTS ARE MONETARY, WHEREAS ADVANTAGES ARE BOTH MONETARY AND NON-MONETARY. THE CONCLUSION THAT THE PROJECT IS CLEARLY BENEFICIAL TO THE NEW YORK CITY CRIMINAL JUSTICE SYSTEM IS SUPPORTED BY STATISTICAL DATA INCLUDED IN THE REPORT. CONTINUED SUPPORT AND RETENTION OF THE PROGRAM IS RECOMMENDED, AS WELL AS CERTAIN EXPANSION.
