REPORT ON A STATE-BY-STATE ACCOUNTING OF ALLOCATIONS TO JUDICIAL, PROSECUTORIAL, DEFENSE, AND OTHER 'COURT' FUNCTIONS IN EACH OF THE 55 JURISDICTIONS.
Abstract
THIS PROJECT ALSO INVOLVED AN ANALYSIS OF THE ADEQUACY OF THE EXISTING GRANTS MANAGEMENT INFORMATION SYSTEM (GMIS) CLASSIFICATION SCHEME FOR ATTRIBUTION OF COURT-RELATED GRANTS AND FUNDING, AND THE DEVELOPMENT OF CLASSIFICATION CRITERIA ACCEPTABLE TO LEAA, SPA'S, AND THE STATE COURT ORGANIZATIONS INVOLVED IN THE STUDY. DURING THE PERIOD OF NOVEMBER 1975 THROUGH MARCH 1976, 35 STATES AND THE DISTRICT OF COLUMBIA (APPROXIMATELY 70.5 PERCENT OF LEAA' GMIS BLOCK GRANT DATA BASE) WERE VISITED TO DEVELOP AN INDEPENDENT ACCOUNTING OF COURTS FUNDING IN THESE JURISDICTIONS BASED ON GMIS DATA AND STATE RECORDS. THE RELATIVE MERITS OF ALTERNATIVE METHODS FOR CLASSIFYING AND RETRIEVING COURT AWARD DATA ACCEPTABLE TO LEAA, SPA'S, AND THE STATE COURT ORGANIZATIONS INVOLVED IN THE STUDY ARE ALSO DISCUSSED, ALONG WITH SPECIFIC PROBLEMS IDENTIFIED WITH GMIS RELATING TO GRANT CODING AND ATTRIBUTION AND SYSTEM UPDATE.
