INCREASING ADMISSIONS AND DECREASING PAROLE RATES WERE FOUND TO BE THE MAJOR CAUSES OF INCREASING POPULATIONS IN WISCONSIN'S ADULT MALE PRISONS ACCORDING TO THIS STATE DEPARTMENT OF HEALTH AND SOCIAL SERVICES REPORT.
Abstract
MILWAUKEE COUNTY CONTRIBUTED TWO THIRDS OF THE STATE-WIDE INCREASE FOR 1973-1974, PRIMARILY AS THE RESULT OF A LARGE INCREASE IN THE RATE OF VIOLENT CRIMES IN THE CITY OF MILWAUKEE. A SUBSTANTIAL NUMBER OF REPEAT OFFENDERS UNDER A FORMERLY LIBERAL PAROLE PROGRAM WAS FOUND TO HAVE CREATED A MORE CONSERVATIVE ATTITUDE AMONG PAROLE BOARD MEMBERS. THE PROJECT REPORT PREDICTS THAT THESE TRENDS WILL CONTINUE. NUMEROUS STATISTICAL TABLES ARE INCLUDED, AND TRENDS IN OTHER AREAS ARE OUTLINED.
