CHANGES DURING THE PAST DECADE IN ATTITUDES AND POLICY WITHIN THE CORRECTIONS SYSTEM OF ONTARIO PROVINCE, CANADA, DESIGNED TO PROMOTE THE GOAL OF REHABILITATION.
Abstract
THESE CHANGES ARE CHARACTERIZED PREDOMINANTLY BY A SHIFT AWAY FROM THE BELIEF THAT CORRECTIONAL INSTITUTIONS EXIST SOLELY TO PROTECT SOCIETY FROM THE CRIMINAL OFFENDER, AND TOWARDS THE ATTITUDE THAT SOCIETY IS BEST PROTECTED BY RETURNING PRODUCTIVE, CONTRIBUTING EX-INMATES TO THE COMMUNITY. LEGISLATION WHICH CONSOLIDATED ALL SERVICES RELATED TO CORRECTIONS IS SUMMARIZED, AND DETAILS ARE PROVIDED ON IMPROVEMENTS IN CORRECTIONAL STAFFING, JAIL FACILITIES, ADULT OFFENDER INSTITUTIONAL PROGRAMS AND PROBATION AND PAROLE SERVICES.
