A QUANTITATIVE ANALYSIS OF THE ANNUAL QUANTITY DEMANDED AND QUANTITY SUPPLIED OF JUDICIAL SERVICES IN EACH OF THE 21 CIRCUIT-COURTS COMPRISING THE COURT SYSTEM OF THE STATE OF ILLINOIS.
Abstract
THE BASIC QUESTION IN THIS PAPER IS WHETHER THE JUDICIAL RESOURCES OF THE STATE ARE BOTH ADEQUATE IN TOTAL TO MEET DEMAND, AND WHETHER THE ALLOCATION OF THESE JUDICIAL RESOURCES AMONG THE 21 CIRCUITS IS CONSISTENT WITH THE DEMAND IN EACH CIRCUIT. THE RESULTS OF THE ANALYSIS ESTABLISH THAT A SIGNIFICANT MISALLOCATION OF JUDICIAL RESOURCES EXISTS IN ILLINOIS. THE MOST URBANIZED CIRCUIT HAS TOO FEW JUDGES WHILE THE OTHER CIRCUITS HAVE AN EXCESS SUPPLY. (AUTHOR ABSTRACT)
