ACCURATE INTERPRETATION OF NATIONAL JUVENILE DELINQUENCY STATISTICS FOR INTERNATIONAL COMPARISON IS DIFFICULT BECAUSE OF DIFFERENCES IN DEFINITION AND PUBLIC CONTROL.
Abstract
WHEN AMERICAN STATISTICS ON JUVENILE DELINQUENCY ARE COMPARED WITH THOSE OF ANOTHER COUNTRY, ADJUSTMENTS MAY BE NECESSARY TO INCORPORATE THE DIFFERENT DEFINITIONS OF DELINQUENCY, E.G., LOWER AGE GROUPS MAY BE EXCLUDED FROM THE STATISTICS OF THE FOREIGN COUNTRY, AND TO MAKE ALLOWANCES FOR THE FACT THAT THE OTHER COUNTRY MAY NOT HANDLE DELINQUENCY THROUGH PUBLIC AGENCIES, THUS RESULTING IN MANY FEWER CASES ON RECORD.
