Abstract
EVIDENCE FROM A VARIETY OF SOURCES, INCLUDING THE KERNER COMMISSION REPORT, IS OFFERED IN SUPPORT OF THE THEORY. CERTAIN CORRECTIVES ARE INDICATED, AMONG THEM THE RECOGNITION OF THE BLACK GHETTO AS AN EMERGING SOCIAL MOVEMENT, THE ESTABLISHMENT AND OPENING OF CHANNELS FOR THE ARTICULATION OF GHETTO GRIEVANCES, AND THE TRANSMISSION OF ORGANIZATION SKILLS TO POTENTIAL GHETTO LEADERS.
