Abstract
HE PARTICULARLY ATTACKS THE BUREAU'S 1972 MASTER PLAN FOR CONSTRUCTION OF 35 NEW INSTITUTIONS DURING THE NEXT DECADE. THE RISING PERCENTAGE OF BLACKS IN THE PRISON SYSTEM AND DIFFERENTIAL SENTENCING FOR BLACKS ALSO RECEIVE COMMENT.
