This statement by the American Academy of Pediatrics' Committee on Adolescence presents guidelines and recommendations regarding health care for children and adolescents in detention centers, jails, lock-ups, and other court-sponsored residential facilities.
Abstract
Factors contributing to the lack of response to documented needs for improved health care are cited, with suggestions on how objections to adequate care can be overridden. Basic models for health care delivery within institutions are outlined, with notation that those which vest responsibility in a medical model rather than in institutional personnel are the most successful. Consideration is given to medical records and procedural manuals and their place in the health care delivery system. Finally, considerable attention is given to guidelines for institutions in delivering and continuing health care. These guidelines cover admission inspection, health assessment, physical examination, screening procedures, and dental assessment. Additional guidelines focus on the correction of health defects, care of illness and emergencies, dental care, and health protection. Further guidelines concern health service facilities, dental facilities, physical environment of the institution, health education, and employees. Names of the Academy's committee members are provided.
