Abstract
THE TWO BILLS UNDER CONSIDERATION WOULD REMOVE THE PARENTAL EXCEPTION TO KIDNAPPING AND CREATE A REBUTTAL PRESUMPTION THAT A PERSON WHO VOLUNTARILY AGREES TO TRAVEL WITH ANOTHER TO A PARTICULAR DESTRUCTION AND FAILS TO ARRIVE AT THAT DESTINATION AFTER A REASONABLE PERIOD OF TIME IS INVEIGLED OR DECOYED. WITNESSES INCLUDED CONGRESSIONAL REPRESENTATIVES AND ASSISTANT ATTORNEY GENERALS FROM THE CRIMINAL DIVISION OF THE DEPARTMENT OF JUSTICE. APPENDED MATERIALS CONSIST OF NUMEROUS NEWSPAPER AND MAGAZINE ARTICLES AND LETTERS WRITTEN TO THE SUBCOMMITTEE ON THE SUBJECT.
