AN ANNUAL SUMMARY OF ACCOMPLISHMENTS AND EXPERIENCES IS PROVIDED IN REGARD TO THE KEY PROGRAM, A NONPROFIT AGENCY IN MASSACHUSETTS, WHICH INTERVENES IN, AND TREATS A RANGE OF YOUTH AND FAMILY CASES.
Abstract
THE KEY PROGRAM SUBSTITUTES ACCOUNTABILITY FOR PUNISHMENT AND ATTENTION FOR NEGLECT IN THE TREATMENT OF YOUTHS WHO WOULD OTHERWISE BE INSTITUTIONALIZED. IN 8 YEARS OF DEVELOPMENT, KEY HAS ACHIEVED A STATEWIDE, 24-HOURS-A-DAY, 7-DAYS-A-WEEK, SERVICE CAPABILITY. KEY WORKS UNDER CONTRACT TO MEET A VARIETY OF MASSACHUSETTS'S SOCIAL SERVICE NEEDS, AS WELL AS SERVING LOCAL SCHOOLS AND PRIVATE SOURCES. AS THE FOCAL POINT OF THE PROGRAM, THE KEY COUNSELOR SERVES A VARIETY OF KEY PROGRAMS LOCATED THROUGHOUT THE STATE: OUTREACH AND TRACKING (APPLYING THE INSTITUTIONAL CONCEPTS OF STRUCTURED TIME, SUPERVISION, AND THERAPY TO THE YOUTH'S HOME AND COMMUNITY SETTING), FOSTER CARE (EMPHASIZING THOROUGH PROFESSIONAL SCREENING FOR ITS FOSTER PARENTS), 'TRACKING PLUS' (INTENSIVE INVOLVEMENT BETWEEN COUNSELOR AND CLIENT IN AN AT-HOME SETTING), GIRLS' INTENSIVE TRACKING, THE WORK EXPERIENCE PROGRAM (PROVIDING PART-TIME OR FULL-TIME EMPLOYMENT AND TUTORING SERVICES), THE KEY INTAKE CENTER (COORDINATING ALL JUVENILE ARREST AND COURT CASES AND RECEIVING ALL STATUS OFFENDERS FOR WORCESTER COUNTY, MASS.), SCHOOL PROGRAMS, AND PROTECTIVE SERVICES. OVERALL, FIVE NEW SERVICE MODELS WERE INTRODUCED IN 1978, WITH A TOTAL OF 2,846 CLIENTS SERVED. FOR EACH KEY PROGRAM DESCRIBED IN THIS REPORT, DATA FOR CLIENT ADMISSIONS ARE PROVIDED. IN ADDITION, A FINANCIAL PROFILE OF KEY'S OPERATION AND LISTS OF PROGRAM ADMINISTRATORS AND STAFF FOR EACH DIVISION OF THE KEY PROGRAM ARE INCLUDED. ADDRESSES OF EACH OF THE FIVE AREA OFFICES, INCLUDING THE MAIN OFFICE, AND THE NAMES OF CONSULTANTS TO THE PROGRAM ARE ALSO FOUND IN THIS DOCUMENT.
