STUDY OF PROGRAM DEVELOPMENT, USING THE BOSTON COMMUNITYBASED ALCOHOLIC DETOXIFICATION PROJECT AS A CASE EXAMPLE.
Abstract
THE BOSTON PROJECT SEES ITS CLIENTELE AS ALCOHOLICS WHO ARE CANDIDATES FOR ARREST. A THREE MAN CIVILIAN RESCUE TEAM MONITORS THE TARGET AREA IN SEARCH OF INEBRIATES IN AN ARREST SITUATION. CRITICAL TO THE SUCCESS OF THE PROJECT IS THE IDENTIFICATION OF THE PROBLEM AS IT RELATES TO THE CRIMINAL JUSTICE SYSTEM, THE ROLES OF AGENCIES OF SOCIAL CONTROL, AND NONCRIMINAL JUSTICE AGENCIES. EXTENSIVE ATTENTION WAS GIVEN TO THE PHYSICAL AND SOCIAL COMMUNITY IN WHICH THE FACILITY WAS TO BE LOCATED. DELAYS IN CONSTRUCTION AND OTHER DIFFICULTIES OCCURRED. DIFFERENT ORGANIZATIONS AND STYLES OF MANAGEMENT ARE REQUIRED IN RESOURCES ALLOCATION AND IN THE SHIFTING FROM PLANNING TO OPERATION. (AUTHOR ABSTRACT MODIFIED)
