A PROCEDURE FOR IMPLEMENTING COURT-RELATED STANDARDS AND GOALS RECOMMENDED BY THE ALABAMA COURTS TASK FORCE IS PRESENTED IN A HANDBOOK DIRECTED TO COURT OFFICIALS IN ALABAMA.
Abstract
THE TASK FORCE RECOMMENDATIONS ARE BASED ON STANDARDS AND GOALS SET FORTH BY THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS IN ITS REPORT ON COURTS TO IMPROVE THE QUALITY AND EFFECTIVENESS OF COURTS. THE TASK FORCE ACCEPTED SEVERAL OF THE NATIONAL STANDARDS AND RECOMMENDATIONS AS STATED, MODIFIED OTHERS, AND REJECTED 13 OF THE 93 NATIONAL STANDARDS AND 2 OF THE 6 NATIONAL RECOMMENDATIONS. SUMMARY SECTIONS EXPLAIN HOW THE HANDBOOK IS TO BE USED AND OUTLINE EIGHT BASIC STEPS INVOLVED IN STANDARDS IMPLEMENTATION. SIX AREAS OF CONCERN (ADMINISTRATION, PERSONNEL, TRAINING, OPERATIONS, SUPPORT SERVICES, AND EXTRADEPARTMENTAL RELATIONS) ARE IDENTIFIED. WITHIN EACH AREA OF CONCERN, SEVERAL TOPIC AREAS ARE LISTED, AND THE STANDARDS THAT APPLY TO EACH TOPIC AREA ARE INDICATED. SUBSEQUENT SECTIONS PRESENT GUIDELINES AND MATERIALS FOR CRIMINAL JUSTICE AND COURT-PLANNING PERSONNEL WHO WILL CARRY OUT STANDARDS IMPLEMENTATION EFFORTS. THESE SECTIONS INCLUDE A SEQUENTIAL PRESENTATION OF ACTIVITIES INVOLVED IN EACH OF THE BASIC STANDARDS IMPLEMENTATION STEPS, WITH INDICATIONS OF THE TIME REQUIRED TO COMPLETE EACH ACTIVITY; A SAMPLE WORK PLAN; WORKSHEETS TO BE USED IN COMPARING A GIVEN COURT'S EXISTING SITUATION WITH THE RECOMMENDED STANDARDS AND GOALS; AND TASK-PLANNING SHEETS KEYED TO THE TOPIC AREAS. THE COMPARISON WORKSHEETS CONTAIN A FULL STATEMENT OF THE STANDARDS RECOMMENDED BY THE ALABAMA TASK FORCE. (LKM)
