This document presents an overview of acquired immune deficiency syndrome (AIDS) in correctional facilities using data from a mail questionnaire, site visits, interviews with medical and correctional authorities, and a literature review.
Abstract
A summary is provided of the latest medical information and research on AIDS, its cause, transmission, and management. The epidemiology of AIDS in the general population and in the correctional setting also is reviewed. Major issues in developing correctional policies and procedures then are analyzed. Education and training of staff and inmates is discussed as the keystone of the correctional response to AIDS. Major applications of human immunodeficiency virus antibody testing and the advantages and disadvantages of the range of testing options available to correctional administrators then are considered, with a major focus on the pros and cons of mandatory mass screening of inmates. Recommendations are presented concerning medical management, counseling and psychosocial services, housing policy, and precautionary measures. Finally, issues surrounding confidentiality and disclosure of AIDS-related medical information in the correctional setting are analyzed, and key legislative and legal developments regarding AIDS in corrections are discussed. Appendixes provide additional resources, definitions, training and counseling materials, forms, guidelines, and sample AIDS policies. Chapter notes and 28 figures.
