Abstract
A BRIEF OVERVIEW OF COMPENSATION SCHEMES IN ELEVEN AMERICAN STATES, INCLUDING HIGHLIGHTS OF THE NEW YORK PROGRAM, IS FOLLOWED BY AN EXAMINATION OF THE ELEMENTS OF A MODEL COMPENSATION PROGRAM. A DISCUSSION OF OFFENDER RESTITUTION IN THE UNITED STATES FOCUSES ON THE MINNESOTA RESTITUTION CENTER, WHICH USES RESTITUTION AS A CONDITION OF PROBATION; THE GEORGIA RESTITUTION PROGRAM, WHICH FUNCTIONS AS A DIVERSIONARY ALTERNATIVE FOR PROBATIONERS AND PAROLEES; AND THE IOWA RESTITUTION IN PROBATION EXPERIMENT, WHICH UTILIZES RESTITUTION AS A CONDITION OF PROBATION OR DEFERRED SENTENCES.
