DISCUSSION OF MAJOR ISSUES CONCERNING THE PLACEMENT OF ADULT CORRECTIONS IN THE REORGANIZATION OF THE EXECUTIVE BRANCHES OF STATE GOVERNMENTS.
Abstract
IN RECENT YEARS MANY STATES REORGANIZED THE EXECUTIVE BRANCH OF STATE GOVERNMENT WHILE OTHERS ARE CONSIDERING MAJOR REORGANIZATION OR MODIFICATIONS TO A REORGANIZED STRUCTURE. THE ORGANIZATIONAL CHOICES HAVE BEEN TO RETAIN CORRECTIONS AS A SEPARATE DEPARTMENT OF CORRECTIONS, TO PLACE IT IN A DEPARTMENT WITH THE STATE POLICE AND PERHAPS PROBATION AND PAROLE TO CREATE A DEPARTMENT OF CRIMINAL JUSTICE, OR TO PLACE ADULT CORRECTIONS IN A LARGE HUMAN RESOURCES AGENCY (HRA) WITH WELFARE, MENTAL HEALTH, REHABILITATION, AND OTHER 'HUMAN SERVICE' PROGRAMS. THE STUDY CONCLUDES THAT THERE ARE NO ADMINISTRATIVE PROBLEMS THAT CANNOT BE OVERCOME IN A MERGER OF ADULT CORRECTIONS WITH OTHER HUMAN SERVICES PROGRAMS AND THAT A VARIETY OF ADVANTAGES COULD ENSUE. IF THE PUBLIC IS NOT SYMPATHETIC TO REHABILITATION GOALS, NEITHER ADULT CORRECTIONS NOR THE OTHER HUMAN SERVICES ARE LIKELY TO BE WELL SERVED BY THIS PARTICULAR HUMAN RESOURCES AGENCY COMBINATION.
