THIS PILOT RESEARCH PROJECT DESCRIBES THE PROCEDURAL TREATMENT OF AMERICAN JUVENILE OFFENDERS WHO ARE DEPENDANTS OF AMERICAN PERSONNEL STATIONED IN MILITARY INSTALLATION IN FOREIGN COUNTRIES.
Abstract
BOTH MINOR AND SERIOUS CRIMINAL OFFENSES BY AMERICAN JUVENILES ARE CONSIDERED, AND JURISDICTIONAL QUESTIONS ARE EMPHASIZED. IN ADDITION, THIS REPORT SUMMARIZES THE TREATMENT OF AN AMERICAN JUVENILE SUBJECT TO THE JURISDICTION OF THE FEDERAL REPUBLIC OF GERMANY, AND THE TREATMENT OF AN AMERICAN JUVENILE OFFENDER BY THE UNITED STATES MILITARY AUTHORITIES. TO THE EXTENT THAT THE TREATMENT OF AMERICAN JUVENILE OFFENDERS IN OVERSEAS MILITARY BASES BY UNITED STATES OFFICIALS IS SIMILAR TO THE TREATMENT OF JUVENILE OFFENDERS ON MILITARY INSTALLATIONS IN THE UNITED STATES. THE LATTER IS ALSO INCLUDED. IT IS CONCLUDED THAT TO FULLY EVALUATE BOTH THE SUBSTANTIVE AND PROCEDURAL TREATMENT, ADDITIONAL RESEARCH AND INFORMATION IS NEEDED. THIRTEEN FIELD STUDY RESEARCH AREAS ARE IDENTIFIED. PERTINENT INTERNATIONAL AGREEMENTS AND OTHER REFERENCES ON THIS SUBJECT ARE APPENDED.
