A SUMMARY OF MAJOR US TRENDS AND DEVELOPMENTS IN THE FIELD OF SOCIAL DEFENSE IS PRESENTED. PRIMARY EMPHASIS IS GIVEN TO DISCUSSION OF OFFENDER REHABILITATION PROGRAMS.
Abstract
SOCIAL CONDITIONS RELATED TO POPULATION GROWTH, URBANIZATION, EDUCATION, POVERTY, EMPLOYMENT AND ADEQUATE HOUSING ARE OF INCREASING CONCERN TO THOSE INVOLVED IN THE ADMINISTRATION OF CRIMINAL JUSTICE. TODAY'S CLIMATE IS ONE OF EXPERIMENTATION AND REASSESSMENT OF THE POLICIES AND PRACTICES OF THE PAST. THERE IS GROWING RECOGNITION THAT MANY OF THE TRADITIONAL WAYS FOR COMBATTING CRIME AND DELINQUENCY HAVE NOT BEEN EFFECTIVE. FEDERAL, STATE, AND LOCAL GOVERNMENTS ARE ALLOCATING SIGNIFICANTLY GREATER PROPORTIONS OF THEIR FUNDS TO POLICE, CORRECTIONS, AND JUDICIAL ADMINISTRATION. A NUMBER OF SPECIFIC EXPERIMENTAL PROGRAMS CONCERNED WITH OFFENDER REHABILITATION ARE DISCUSSED. THE PUBLIC'S INVOLVEMENT WITH COMMUNITY BASED PROGRAMS IS PARTICULARLY STRESSED. SIGNIFICANT TRENDS IN CORRECTIONS RESEARCH HAS BEEN FOCUSED ON IMPROVING THE CAPABILITY OF MANAGERS TO PREDICT THE OUTCOME OF THEIR PROGRAMS, TO CHANGE IT PURPOSEFULLY (SOCIAL INVENTION), AND TO STUDY ITS IMPLICATIONS SYSTEMATICALLY (SYSTEMS ANALYSIS).
