The Americans With Disabilities Act (ADA) extends comprehensive civil rights protection to individuals with disabilities, including inmates; proposed final ADA regulations are designed to establish accessibility standards for new construction and for alterations in places of public accommodation and commercial facilities.
Abstract
The regulations cover courthouses, jails, and prisons and mandate reasonable accommodation and program accessibility for persons with disabilities. All correctional facilities must comply with the requirements, especially with regard to common use areas, entrances, signage, telephones, security barriers, lighting and acoustics, holding facilities, grab bar design, visiting areas, mobility aids, the location of accessible cells, medical care facilities, toilets, medical isolation cells, and alterations and new construction.
