SENATE BILL 241, TO RESTRUCTURE LEAA AND AID STATE AND LOCAL GOVERNMENTS IN IMPROVING THEIR JUSTICE SYSTEM, IS PRESENTED.
Abstract
THE SUBSTANCE OF S. 241 IS (1) THE ESTABLISHMENT OF LEAA WITHIN THE DEPARTMENT OF JUSTICE UNDER THE DIRECT AUTHORITY OF THE ATTORNEY GENERAL, WITH AN ADMINSTRATOR (APPOINTED BY THE PRESIDENT) TO HAVE FINAL AUTHORITY OVER ALL GRANTS, COOPERATIVE AGREEMENTS, AND CONTRACTS AWARDED BY LEAA; (2) THE ESTABLISHMENT OF A NATIONAL INSTITUTE OF JUSTICE, WHICH SHALL PROVIDE FOR AND ENCOURAGE RESEARCH AND DEMONSTRATION EFFORTS FOR IMPROVING FEDERAL, STATE, AND LOCAL CRIMINAL JUSTICE EFFECTIVENESS; (3) THE ESTABLISHMENT OF A BUREAU OF JUSTICE STATISTICS TO PROVIDE FOR AND ENCOURAGE THE COLLECTION AND ANALYSIS OF STATISTICAL INFORMATION BEARING UPON CRIMINAL JUSTICE OPERATIONS; AND (4) THE ESTABLISHMENT OF FORMULA, NATIONAL PRIORITY, AND DISCRETIONARY GRANTS TO AID STATE AND LOCAL GOVERNMENTS IN IMPROVING THEIR CRIMINAL JUSTICE OPERATIONS. THE ACT ALSO PROVIDES FOR PERSONNEL TRAINING, MANPOWER DEVELOPMENT, AND NEW PERSONNEL PRACTICES; THE ESTABLISHMENT WITHIN THE DEPARTMENT OF JUSTICE OF AN OFFICE OF JUSTICE ASSISTANCE, RESEARCH, AND STATISTICS, WHICH SHALL PROVIDE STAFF SUPPORT TO SET BROAD POLICY GUIDELINES FOR AND COORDINATE THE ACTIVITIES OF THE NATIONAL INSTITUTE OF JUSTICE, THE BUREAU OF JUSTICE STATISTICS, AND LEAA; AND FUNDING, CRIMINAL SANCTIONS RELATED TO BILL PROVISIONS, AND PUBLIC SAFETY OFFICERS' DEATH BENEFITS.
