THE AMENDMENT CONTAINS TECHNICAL CHANGES AND REVISIONS NECESSARY TO CONFORM WITH OTHER FEDERAL REGULATIONS IN THE DISCLOSURE PROVISIONS OF THE ETHICS IN GOVERNMENT ACT.
Abstract
PROVISIONS ON TEMPORARY EMPLOYMENT STATE THAT EMPLOYEES OF ALL GOVERNMENT BRANCHES WHO PERFORM THEIR DUTIES LESS THAN 60 DAYS IN A CALENDAR YEAR DO NOT HAVE TO FILE DISCLOSURE STATEMENTS. AN INDIVIDUAL WHO WORKS LESS THAN 130 DAYS IN A CALENDAR YEAR MAY REQUEST A WAIVER OF THE REPORTING REQUIRMENTS FROM A DESIGNATED CONGRESSIONAL COMMITTEE OR THE DIRECTOR OF THE OFFICE OF GOVERNMENT ETHICS. THIS CAN BE GRANTED IF IT IS DETERMINED THAT THE PERSON IS NOT A FULL TIME EMPLOYEE, IS PROVIDING A NEEDED SERVICE, AND HAS NO CONFLICT OF INTEREST PROBLEMS. MINOR CHANGES IN LANGUAGE ARE MADE IN THE SECTIONS ON GIFTS AND REIMBURSEMENTS, DEFINITIONS OF TERMS, CANDIDATES, INFORMATION RELATING TO SPOUSES, BLIND TRUSTS, AND APPLICATIONS TO INSPECT REPORTS. AN INVESTMENT ADVISOR IS ADDED TO THE LIST OF PERSONS WHO CAN QUALIFY AS TRUSTEES OF A BLIND TRUST. (MJM)
