THIS REPORT DETAILS THE INTELLIGENCE AND COUNTERINTELLIGENCE ACTIVITIES AND METHODS OF SEVERAL U.S. GOVERNMENT AGENCIES WHICH, THE AUTHORS CONTEND, CONSTITUTE ABUSES OF POWER AND AUTHORITY.
Abstract
THE AUTHORS FOCUS THEIR INVESTIGATION ON THE ACTIVITIES OF SUCH GROUPS AS THE CENTRAL INTELLIGENCE AGENCY, THE FEDERAL BUREAU OF INVESTIGATION, THE INTERNAL REVENUE SERVICE, THE NATIONAL SECURITY AGENCY, THE SECRET SERVICE, AND MILITARY INTELLIGENCE DIRECTED TOWARD U.S. CITIZENS AND FOREIGN GOVERNMENTS. INFORMATION FOR THIS REPORT WAS OBTAINED PRIMARILY FROM OFFICIAL RECORDS AND DOCUMENTS. THE AUTHORS FIRST REVIEW THE TECHNIQUES WHICH THEY FOUND WERE OFTEN USED BY INTELLIGENCE AGENCIES. AMONG THE TECHNIQUES DISCUSSED ARE INTELLIGENCE FILES, INFORMERS, BURGLARIES, MAIL OPENING, AND WIRETAPPING. THE AUTHORS THEN DESCRIBE, FOR EACH AGENCY, THE SPECIFIC ACTIVITIES WHICH THEY FEEL ARE BEYOND THE LAW AND THE CONSTITUTION. IN A FINAL SECTION, THE AUTHORS DESCRIBE THE VARIOUS CRIMINAL STATUTES WHICH THE INTELLIGENCE AGENCIES MAY HAVE VIOLATED. (AUTHOR ABSTRACT MODIFIED)
