THE CURRENT ORGANIZATION AND OPERATION OF THE U.S. BOARD OF PAROLE ARE DISCUSSED AS WELL AS THE MANNER IN WHICH HEARINGS ARE CONDUCTED TO SHOW THE CONTRAST BETWEEN CURRENT AND FORMER PRACTICES.
Abstract
THE AUTHOR ALSO EXPLAINS THE BOARD'S RECENTLY DEVELOPED SYSTEM OF DECISION-MAKING WHICH IS INTENTED TO BRING ABOUT FAIRNESS AND EQUITY. HOWEVER, THE FAIRNESS OF THE PAROLE PROCESS, HE AFFIRMS, DEPENDS ALMOST DIRECTLY ON THE FAIRNESS OF THE SENTENCING PROCESS. (AUTHOR ABSTRACT)
