This report by the Forensic Technology Center of Excellence (FTCoE) documents the purpose of and processes related to the management of the National Institution of Justice's (NIJ's) research and development (R&D) portfolio, so as to increase the impact for forensic applications.
Abstract
The intent of the R&D management process is to ensure the successful transition of the technology from the R&D laboratory to the forensic practitioner's laboratory or field application. FTCoE's NIJ R&D portfolio management consists of seven activities: the input of NIJ-sponsored R&D grants into a database; the filtering of the database to exclude basic research; an analysis of the performance data; triage that quickly considers opportunities for practitioner implementation; the execution of additional assessment and planning; support for the transition of R&D results to forensic practice; and the communication of successful transitions. This report describes the procedures involved in each of these aspects of the R&D portfolio management procedures. The report also advises that the FTCoE will continue to streamline and improve the process and identify opportunities to assist with technology evaluations and technology adoption and implementation by forensic laboratories and criminal justice agencies. 9 figures
