Abstract

This article discusses a program developed by the Nebraska Department of Correctional Services (NDCS) to use cellphone records and cellphones to conduct data mining activities on inmates. The NDCS collects large amounts of data on inmates, including financial data and visitor information. Recently, the Department has started using confiscated cellphones and cellphone records obtained through subpoenas and extraction tools, to collect additional information on inmates including their associations inside as well as outside the correctional facility. This information can then be shared with State and local law enforcement agencies who may need to know information about a particular inmate to aid in investigations.
