This report provides the reader with a basic understanding of mobile evidential breath alcohol instruments, including their use, benefits, and limitations, and it also suggests methodologies for incorporating a mobile breath alcohol instrument workflow to assist in establishing best practices for investigating alcohol-related driving incidents.
This report was occasioned by the growing number of agencies recognizing the convenience and time savings that mobile instrument offer in the processing of DUI subjects. The information provided in this report is intended to help agencies make an informed decision about the incorporation of mobile evidential breath alcohol instrument into their enforcement programs. A comprehensive perspective is provided on technology adoption, market participants and their products, and product features. After providing an overview of the technology and Federal/State requirements, the report presents exemplary situations that illustrate successful adoption of mobile evidential breath alcohol instruments by law enforcement agencies, lessons learned from mobile instrument implementation, and comparisons of the capabilities of commercially available breath alcohol instruments. 1 table and 20 references
