This checklist is for law enforcement investigators to use in responding to reports of endangered missing or abducted children, both in transitioning from first responding patrol officers and in ongoing investigative work.
Abstract
This tool for law enforcement was developed for the U.S. Department of Justice, Office of Justice Programs (OJP) by the AMBER Alert Training and Technical Assistance Program (AATTAP), in collaboration with the National Center for Missing and Exploited Children (NCMEC) and the Bureau of Indian Affairs Office of Justice Services. Core information is based on NCMEC's Law Enforcement Guide to Case Investigation and Investigative Checklist, with input from experienced law enforcement investigators, including Tribal law enforcement and cultural advisers. This checklist for investigators presents techniques for investigating non-family abductions, family abductions, and runaways. Important considerations are included for obtaining information and transitioning the case from patrol first responders. Investigative officers are encouraged to familiarize themselves with this checklist prior to any reports of missing or abducted children. Guidance is provided on downloading the PDF of the checklist to a personal device, specifically an android or Apple device. The user has the option of downloading a comprehensive or condensed version of the checklist, or both. There are 13 tasks in the checklist.
