This Federal Strategic Action Plan on Services for Victims of Human Trafficking in the United States presents the steps that Federal agencies will take in order to ensure that all victims of human trafficking in the United States are identified and have access to the services they need to recover from their victimization.
Abstract
This plan contains 4 goals, 8 objectives, and approximately 250 associated actions for victim service improvements that can be achieved during the next 5 years. The first goal is to "align efforts" in promoting a strategic, coordinated approach to providing services for victims of human trafficking at the Federal, regional, State, territorial, tribal, and local levels. Objectives for achieving this goal are to provide Federal leadership in improving victim services and to coordinate victim services through collaboration across multiple service sectors. The second goal is to "improve understanding" of human trafficking and its victims by expanding and coordinating human trafficking-related research, data, and evaluation in support of evidence-based practices in victim services. The objectives for achieving this goal are to establish baseline knowledge of human trafficking and victim services needs through research and reports, as well as to support the development of effective responses to the needs of human trafficking victims. The third goal is to "expand access to services" by providing and promoting outreach, training, and technical assistance that increases victim identification and expands service availability. The fourth goal is to "improve outcomes" by promoting effective, culturally appropriate, trauma-informed services that improve the short-term and long-term health, safety, and well-being of victims.
