The evaluation covered levels of program implementation, collection of data to provide inferences on program activities and stated objectives, summarization of findings across sites, analysis of the goodness of fit of particular program efforts to particular environments, and identification of program development potentials. After an assessment of the Boys and Girls Club prevention perspective and findings vis-a-vis promising and problematic elements of Club programs established in the public housing projects, the report offers the following recommendations for Club organizers: development of long-term and clear objectives, emphasis on needs assessment and implementation, coordination of activities, establishment of provisions for obtaining the input of public housing residents, provision of medical services, cautious use of incentives, continuous education and staff training, accurate and continuous record keeping, and continuous efforts to mainstream youth into all Club activities. 13 references
