This report presents the Department of Justice, Office of the Inspector General’s (OIG’s) audit of victim assistance funds received by Virginia Department of Criminal Justice Services (Virginia DCJS), which serves as the state administering agency (SAA) for Virginia and makes subawards to direct service providers. The report states that the objective of the audit was to review how the Richmond Victim Witness Services (VWS) Program used the Victims of Crime Act (VOCA) funds received through a subaward from the Virginia DCJS to aid crime victims and assess whether the Richmond VWS Program accounted for VOCA funds in compliance with select award requirements, terms, and conditions. The document describes the audit methodology and approach, and presents audit results.
