This paper reports on the Justice Department’s audit of victim assistance grant funds, subawarded by the District of Columbia’s Office of Victim Services and Justice Grants to the Network for Victim Recovery of DC, in Washington, D.C.; it describes the Office of the Inspector General’s audit approach; lays out audit results, including program performance and accomplishments, and financial management; it presents conclusions and recommendations; and includes six appendix documents.

Abstract

This report presents the Department of Justice, Office of the Inspector General’s (OIG’s) audit of Victims of Crime Act (VOCA) funding that was subawarded by the Network for Victim Recovery of DC (NVRDC) in order to provide services to survivors of crime and increase collaborations to support awareness of services available to crime victims. The OIG audit assessed how NVRDC used VOCA funds to aid crime victims and to determine whether it accounted for those funds in compliance with award requirements, terms, and conditions. The report lays out the analysis criteria, and provides details regarding the results of the audit, which cover the following areas: program performance and accomplishments, including program implementation and services; financial management, including fiscal policies and procedures, and subaward expenditures; and conclusions and recommendations.
