These standards for juvenile justice planning, part of a series of volumes of standards for various aspects of juvenile justice administration, focus on general planning principles for juvenile justice agencies, organization of the planning network, functions of the juvenile justice planner, and roles for external participants in the planning process.
Abstract
In general principles for juvenile justice agencies, planning is defined as the process of applying systematic thought to the future in such a way that a desired future state is conceived and a process for attaining that state is defined and initiated. The coordination of services within juvenile justice systems is defined as the process of bringing services into harmony without reducing the authority of component agencies. The conditions under which coordination of services should be attempted on a planned basis are delineated, along with the conditions under which purposive duplication of services should be undertaken. Standards for the organization of the juvenile justice planning network focus on juveniles' services agencies, regional juvenile justice service agencies, purchase of services system, and local juvenile justice boards. The section on functions of the juvenile justice planner considers definitions of planning modes, agency planning, advocacy planning, program planning, and plans. Standards applicable to roles for external participants in the juvenile justice planning process encompass the Federal role, State executive leadership, legislators and the legislative process, and the courts. A bibliography of 86 listings is provided.
