This report by the Office of National Drug Control Policy is a comprehensive response to congressional inquiries about the progress made by Mexico in its efforts against illegal drug traffickers; it also contains a report on enhanced multilateral drug control cooperation and a description by Customs of enhanced truck inspections along the Southwest border.
Abstract
A review of Mexico-United States drug control cooperation focuses on government-to-government relations and priority for drug control issues, institutional counterdrug cooperation, changes in law to facilitate counterdrug actions, Mexican institutional reorganization and anti-corruption efforts, and extradition. Overall, the report concludes that Mexico has made significant strides in preparing the legal and institutional infrastructure to combat drug trafficking in a systematic manner. The Secretary of State's report on Enhanced Multilateral Drug Control Cooperation underscores optimism that a basis for a hemispheric alliance against drugs can be created. The State Department favors the establishment of such an alliance through further development of hemispheric drug-control standards and institutions. The Secretary of the Treasury's report by the U.S. Customs Service on the Feasibility of Enhanced Truck Inspections along the Southwest Border outlines steps that are being taken to prevent drug trafficking through trucks and trailers. As a result of improved inspection systems, drug seizures in commercial cargo have increased more than 600 percent since 1990. The reports include data figures and tables.
