THIS PROCEDURES MANUAL FOR CONDUCTING A PATROL OPERATIONS ANALYSIS STUDY IS DESIGNED FOR DEPARTMENTS WHICH HAVE NOT BEFORE UNDERTAKEN SUCH A TASK AND IS BASED ON MEASUREMENT OF TIME CONSUMED BY VARIOUS PATROL ELEMENTS.
Abstract
THE HANDBOOK COMBINES THE THEORY OF VARIOUS TYPES OF PATROL SCHEDULING PROCEDURES WITH A STEP-BY-STEP DESCRIPTION OF DATA COLLECTION AND ANALYSIS NECESSARY FOR A TIME CONSUMPTION STUDY. THE TIME CONSUMPTION METHOD WAS CHOSEN AS BEING OF MOST USE TO THE AVERAGE POLICE DEPARTMENT. IT IS BASED ON MEASUREMENTS OF TIME REQUIRED BY CALLS FOR SERVICE, PATROL-INITIATED ACTIVITY, AND PERSONAL AND ADMINISTRATIVE ACTIVITY. FOUR METHODS OF GATHERING AND PROCESSING DATA ARE DESCRIBED: FULLY MANUAL, MIXED MANUAL AND MECHANICAL, SEMIAUTOMATED, AND FULLY AUTOMATED. EXTRACTION OF MEAN TIMES NECESSARY TO COMPUTE PATROL REQUIREMENTS IS DETAILED. SAMPLES OF FORMS TO AID THE PROCESS ARE INCLUDED.
