Planning developments associated with the Tri-County Boot Camp Project in the Wisconsin counties of Kenosha, Racine, and Milwaukee are described.
Abstract
A steering committee met in 1996 to plan the boot camp. This committee looked at possible population statistics for the boot camp, costs and benefits, resource needs, facility construction, boot camp placements and activities, and aftercare. A management team also met in 1996 to focus on boot camp organization. This team determined the best approach would be to operate the boot camp under contract to a private vendor. A Tri-County Juvenile Justice Task Force was established to develop a comprehensive boot camp model. Research on the effectiveness of boot camps is reviewed. Wisconsin's boot camp planning model and a request for proposal to develop the boot camp are included, along with an architectural diagram of the boot camp, a proposed budget, and a site selection report. 183 references
