THE KEY ELEMENTS REQUIRED FOR A SELECTIVE ENFORCEMENT PROGRAM - A BROAD ACCIDENT DATA BASE; TRAFFIC ACCIDENT ANALYSIS, AND TRAINING IN SPECIALIZED TECHNIQUES - ARE DISCUSSED ALONG WITH DIFFERENT ENFORCEMENT TECHNIQUES, SUCH AS SPEED METERING DEVICES, ELECTRONIC SURVEILLANCE, AND SPECIAL VEHICLE ENFORCEMENT.
