This solutions report is the second in a three-phase planning process to develop a 5-year jail population management plan for San Francisco County.
Abstract
The first phase of the project identified and analyzed factors contributing to jail overcrowding, the second is represented by this report which outlines proposed strategies to regulate jail crowding factors, and the third phase will consist of an implementation plan. The causes of overcrowding are related to a lack of system management data, lack of effective interagency policy development and decision making about jail crowding, arrest procedures, booking procedures, preliminary hearings, sentencing, and the inadequacy of existing physical facilities. The following are among the recommendations presented: appoint a data program and jail population manager, improve the timeliness and review of police reports and felony charges, fund additional community-based detoxification beds, provide alternatives for mentally ill offenders, develop an expedited trial management program, improve the use of county parole, and expand the use of electronic monitoring. 3 appendixes
