The Jail Inspection Program of Florida's Department of Corrections (DOC) was audited with respect to deficiencies, goals and objectives, and alternative approaches to jail inspection.
Abstract
A 1986 report on the Jail Inspection Program recommended that overcrowding in county jails be reduced, that counties be required to contract for annual fire inspections of jails, and that the DOC improve the Jail Inspection Program. Many program deficiencies have been corrected, the number of jails exceeding inmate capacity has declined, fire safety inspections are conducted annually, and the consistency of jail inspections has improved. Inspection reports of the DOC, however, do not cite aggravated violations detected by inspectors and do not always reflect jail conditions at the time of inspection. Further, the DOC has not established written goals and objectives for the Jail Inspection Program and has not developed written performance measures for program evaluation. Recommendations are offered to enhance the Jail Inspection Program. Additional information is appended on DOC investigations in county jails, jail construction and renovation, jail inspection practices, and DOC's response to the audit. 10 footnotes, 2 tables, and 3 exhibits
