THIS REPORT PRESENTS BASIC SUMMARY STATISTICS CONCERNING ADULT PAROLE IN THE U.S., INCLUDING INFORMATION ON THE NUMBER OF PEOPLE ON PAROLE, THE NUMBER THAT ENTERED DURING THE LAST YEAR, AND THE NUMBER THAT WERE REMOVED.
Abstract
FINDINGS FROM THE ANNUAL AGGREGATE PAROLE DATA SURVEY CONDUCTED IN 1978 BY UNIFORM PAROLE REPORTS AS WELL AS HISTORICAL AND CONTEXTUAL PAROLE DATA ARE PRESENTED. THE REPORT EXPLORES A SERIES OF RELATIONSHIPS BETWEEN PAROLE DATA AND OTHER ITEMS CONCERNING PAROLE, CRIMINAL JUSTICE, AND SOCIETY AS A WHOLE, INCLUDING PAROLING AUTHORITY CHARACTERISTICS, PAROLE SUPERVISION, PRISON POPULATION, CRIME LEVELS, THE TOTAL U.S. POPULATION, TRENDS IN PAROLE AND PRISON POPULATION, AND TRENDS IN THE RATE OF PAROLE USE. DATA COLLECTION PROCEDURES AND SOURCES OF DATA USED IN THE REPORT ARE OUTLINED. THE FINDINGS ARE THEN DISCUSSED WITHIN THE CONTEXTS OF PAROLE SUPERVISION POPULATION, PAROLING AUTHORITY CHARACTERISTICS, PAROLE CONTEXT, AND LONGER TERM TRENDS. THE FOLLOWING ARE SOME OF THE MAJOR FINDINGS OF THE SURVEY: (1) THE STATE AND FEDERAL ADULT PAROLE POPULATION IN THE U.S. WAS 173,300 AT THE END OF 1977; (2) THE PAROLE POPULATION INCREASED BY MORE THAN 12 PERCENT FROM JUNE 1974 TO DECEMBER 1977; (3) PAROLES CONSTITUTED 69 PERCENT OF ALL CONDITIONAL RELEASES IN 1976; (4) NOTABLE VARIATIONS IN PAROLE POPULATIONS AND IN RELATIVE USE OF PAROLE EXIST AMONG THE 4 MAJOR REGIONS OF THE COUNTRY, ALTHOUGH THE RANGE IN DIFFERENCES HAS BEEN DECLINING; AND (5) PAROLE AND PROBATION STAFFS HAVE NOT INCREASED AS QUICKLY AS SUPERVISED POPULATIONS.
