Using data collected from the operation of Connecticut's Women Offender Case Management Model (WOCMM) used in probation for women, this first formal evaluation of WOCMM focuses on program outcomes from the start in July 2007 to November 2008.
Abstract
Arrests within the 6-month follow-up period for the WOCMM group were 24.4 percent compared to 29.5 percent for the comparison group. The high-risk WOCMM group had lower rates on all recidivism outcomes. Felony arrest and any-arrest rates showed the greatest differences compared to the control sample (both lower by 7.4 percent). The WOCMM had a positive impact on women with characteristics that placed them at continued risk of future involvement in the criminal justice system. Although these results are encouraging, none of the differences between the two groups of women reached the level of statistical significance. As women continue to participate in WOCMM, sample sizes will become larger and follow-up times will be longer, which will enable a more thorough analysis in a subsequent outcome evaluation. A total of 371 women had enrolled in the WOCMM program as of November 2008; 311 are currently active. To date, a total of 226 women have been assigned to the comparison sample based on random assignment from women probationers. 8 tables and appended total and matched sample comparisons
