Abstract
ON DECEMBER 31, 1975, JOINT RESOLUTION 76 WAS INTRODUCED IN THE OHIO HOUSE. THIS MEASURE WAS TO PLACE BEFORE THE ELECTORATE IN JUNE A $250-MILLION BOND ISSUE THAT WOULD PROVIDE $219-MILLION TO FINANCE A MAJOR CAPITAL IMPROVEMENTS PROGRAM FOR OHIO'S ADULT PRISON SYSTEM. THE PURPOSE OF THIS REPORT IS TO EXPLAIN WHY SUCH AN EXTENSIVE CAPITAL IMPROVEMENTS PROGRAM WAS REQUIRED AND TO PRESENT IN DETAIL THE VARIOUS COMPONENTS OF THE PROGRAM AS PROPOSED BY THE DEPARTMENT OF REHABILITATION AND CORRECTION. THE REPORT HAS BEEN DIVIDED INTO THREE MAIN SECTIONS. THE FIRST PROVIDES A SUMMARY OF GENERAL INFORMATION ON EACH OF THE EIGHT CORRECTIONAL FACILITIES CURRENTLY OPERATED BY THE DEPARTMENT. THE SECOND SECTION OF THE REPORT PRESENTS THE VARIOUS NEEDS OF THE PRISON SYSTEM IN TERMS OF PHYSICAL FACILITIES, AND THE THIRD SECTION DETAILS THE SPECIFIC PROJECTS INCLUDED IN THE PROPOSED CAPITAL IMPROVEMENTS PROGRAM.
