A DISCUSSION OF THE PROPOSED PURPOSES, STAFFING, AND FACILITIES LEADS TO THE CONCLUSION THAT THERE IS A CLEAR NEED FOR AN OFFICE OF CENTRAL SERVICES AND THAT THE PROBABILITY OF OBTAINING CONTINUING LEGISLATIVE SUPPORT FOR SUCH AN OFFICE IS GOOD....ELW
