LEAA'S STANDARDS AND GOALS PROGRAM RESULTED IN THIS SOURCEBOOK OF CRIMINAL JUSTICE STANDARDS AND PRACTICES FOR STATES.
Abstract
THE PROGRAM HELPED STATES DEVELOP OR IMPROVE THEIR OPERATING STANDARDS AND GOALS FOR LAW ENFORCEMENT AGENCIES, PROSECUTORS, PUBLIC DEFENSE SERVICES, COURTS, AND PRISONS. THIS SOURCEBOOK PRESENTS ADVICE BY THE NATIONAL ADVISORY COUNCIL ON THE PROPER STANDARDS AND GOALS FOR STATES, STANDARDS AND GOALS ACCEPTED BY THE 41 STATES REPORTING IN THE PROGRAM EVALUATION, AND STATES' PRESENT PRACTICES. THESE THREE PROFILES ARE ARRANGED BY TOPIC, INCLUDING ORGANIZATION AND PLANNING FOR EACH CRIMINAL JUSTICE SECTOR, PERSONNEL SELECTION, COURT OR PROSECUTION PROCESSES, SENTENCING, OFFENDERS' RIGHTS, AND OTHERS. TOPICS ARE THEN GROUPED BY CRIMINAL JUSTICE SECTOR. DATA ARE ALSO PRESENTED ON RATES OF CHANGE FOR THE CRIMINAL JUSTICE SECTORS, COMPARING THE YEARS 1967, 1972, AND 1977. PRACTICES THAT HAVE CHANGED RAPIDLY OR ON WHICH STATES AGREE ARE HIGHLIGHTED FOR EACH SECTOR. FOR EXAMPLE, POLICE REPORT THE RAPID PROLIFERATION OF PROGRAMS TO TRACE STOLEN GOODS AND TO TEACH THE PUBLIC CRIME PREVENTION TECHNIQUES, COURTS REPORT A LOOSENING OF RESTRICTIONS IN BAILBONDING, AND CORRECTIONS OFFICIALS REPORT A WIDESPREAD PROHIBITION OF EMPLOYEE STRIKES.
