A REPORT WHICH PRESENTS THE RELATIVE NUMBERS OF DISCHARGEES AND PAROLEES BY YEAR AND BY COMMITTING AND RELEASING INSTITUTION, AND DESCRIBES DISCHARGEES AND COMPARES THEM TO PAROLEES ON SEVERAL VARIABLES.
Abstract
THE DATA SHOW A DECLINE IN THE PROPORTION OF RELEASEES WHO WERE DISCHARGED FROM 1969 TO 1972, FROM ON-THIRD TO ONE-TENTH. IT WAS ALSO FOUND THAT MOST DISCHARGEES WERE PAROLE VIOLATORS PREVIOUSLY PAROLED AND THEN RETURNED TO SERVE OUT THE BALANCE OF THEIR SENTENCE UNTIL DISCHARGE. IT WAS CONCLUDED FROM THE DATA THAT AT PRESENT VIRTUALLY ALL RELEASEES ARE PAROLED. CHARACTERISTICS OF PAROLEES AND DISCHARGEES ARE PRESENTED FOR A SELECTED SET OF THEIR TEEN VARIABLES. THE CENTRAL DIFFERENCES BETWEEN THESE GROUPS WERE FOUND TO BE THAT DISCHARGEES WERE MORE LIKELY TO HAVE BEEN COMMITTED FROM THE LOWER COURTS, TO HAVE SERVED 6 MONTHS OR LESS ON THE PRESENT INCARCERATION, AND TO HAVE BEEN PREVIOUSLY SENTENCED TO CORRECTIONAL INSTITUTIONS AS AN ADULT.
