A DESCRIPTION OF POLICE INTAKE, PROCESSING, AND DETENTION PROCEDURES FOR JUVENILES, WITH SPECIAL ATTENTION TO THE PROTECTIVE NATURE OF THESE SYSTEMS.
Abstract
GUIDELINES FOR THE HANDLING OF JUVENILES AND THE VARIOUS RELEASE PROGRAMS AVAILABLE FOR JUVENILES ARE OUTLINED. THE AUTHOR CONCLUDES THAT THE OMAHA GUIDELINES AND PROCEDURES SEEM TO HAVE THE MOST LATITUDE IN PROTECTING THE RIGHTS OF JUVENILES, WHILE IN DES MOINES, THE MAIN BULK OF DECISION ON PROCESSING RESTS WITH THE COMMANDING OFFICER. HE STATES THAT THE DENVER POLICIES LEAVE LITTLE ROOM FOR LEEWAY, AS MOST YOUTH ARE PROCESSED IN WHAT APPEARED TO BE NORMAL ADULT PROCEDURES. (AUTHOR ABSTRACT MODIFIED)
