THE RESULTS OF THE REGRESSION ANALYSES CONFIRM THAT INCREASES IN THE USE OF CIVILIANS IS ASSOCIATED WITH INCREASES IN THE PERCENTAGE OF OFFICERS ASSIGNED TO FIELD DUTIES AND REDUCTIONS IN AVERAGE EXPENDITURE BY DEPARTMENTS TO KEEP A MAN ON PATROL.
